Spanish biz fears subsidy cut

MADRID -- Spain's new Culture Minister has created considerable concern in the Spanish movie industry as it fears for the future of state film subsidies. Spain's new center-right Popular Party government will "promote sponsorship for culture, progressively replacing the current subsidy-based model," Culture Minister Jose Ignacio Wert told Spanish newspaper El Mundo Wednesday. Wert's words echo the fiscal austerity program promised Monday by Mariano Rajoy as he took over as Spanish prime minister. To cut Spain's deficit to 4.4% of GDP in 2012, Rajoy said Spain would need to slash Euros16.5 billion ($21.5 billion) of public expenditure next year. Spain's central government subsidy fund stood at $100 million in 2011. Most producers expect some sort of reduction for 2012. What they fear, however, is a total dismantlement of a system still vital to getting films made in Spain. "Before destroying the current model, you have to ensure the new one works," said Pedro Perez, prexy of Spain's producers org Fapae. A sociologist and liberal, Wert is a staunch opponent of piracy: Internet pirates, he wrote earlier this year, aren't "Robin Hoods but the new barbarians." He is expected to pass enabling legislation for Spain's long mooted anti-piracy law that would seek to shutter illegal peer-to-peer sites. But, with a full 2012 budget not likely before the end of March, multiple uncertainties hang over Spanish state film funding. Douglas to get O'Neill award

Michael Douglas continues to be drawn on to get the twelfth annual Monte Cristo Award in the Eugene O'Neill Theater Center. He'll get the kudo for his career accomplishments as well as for his contributions towards the legit community. Wife Catherine Zeta-Johnson will show the award to Douglas in a Gotham gala in April. Burlesque

Imagine the three strippers from "Gypsy" facing the Red Menace, and you have the new musical "Burlesque." There's definite talent and skill at work here, but lack of originality and rigor pull the rug out from beneath the amusingly intriguing premise. Composer and co-writer Adam Meggido sticks to the familiar. As befits his 1952 setting, he crafts "Burlesque" as a book musical stuffed with stock characters from the annals of showbiz folk. Overseeing everything is Freddie Le Roy (a nicely gentle Linal Haft), the aging theater owner with an eye for the girls. Then there's the hard-bitten, secretly lovelorn older woman Lula Malkah (Buster Skeggs), who is in charge of the girls, each of whom gets a single motivation, an opportunity to outline her plight in song, and little else. So far, so sweetly nostalgic. However, Freddie's theater is on the brink of closure because burlesque is moving off the stage and into nightclubs. Even the comedy act is on the skids since lead comic Johnny Reno (a wisecracking Jon-Paul Hevey) has been named as a Communist -- cue too many gags about comics vs. Commies. Johnny, whose brush with Communism was entirely accidental, sings about how politics don't matter to him. All he and his comedy partner "Rags" Ryan (Chris Holland) want is to "make it." But it's blindingly clear that Johnny's naivete won't save him, especially when "the Feds" take to visiting him at the theater and press him into naming names. Will he stand up against oppression or compromise to save his career and the child he's going to have with stripper Honey Hogan (Alicia Davies)? The use of cliche in the book, co-written by Roy Smiles, is clearly a conscious attempt to trade off familiarity while venturing into politics. But neither the dialogue nor the music successfully handle the lurches in tone between the two moods. The contrast between, for example, period-style Andrews Sisters-esque trios and angst-ridden power ballads of personal determination is awkward. The multiplicity of characters, too many of whom have equal weight, means that superficial characterization lacks convincing detail. The well-intentioned drama remains overly signaled and underdeveloped. On the plus side, Meggido shows his work off to best possible advantage. Martin Thomas and lighting designer Howard Hudson turn the shoebox-sized Jermyn Street stage into an atmospheric theater, and the strong-voiced cast, backed by spry musical arrangements for piano, percussion and woodwind, give the material its full due. The deft construction of the various plot elements into the opening musical sequence is enough to indicate Meggido's understanding of musical theater. Girl With Black Balloons

Written by Van der Borch, Laura Minnear.With: Bettina.Initially, Corinne Van der Borch's 59-minute docu about a woman known simply as Bettina seems like just another "Grey Gardens"-like portrait of an eccentric, secretive older diva holed up in nostalgia-crammed lodgings. But after the Dutch helmer penetrates her reclusive neighbor's digs in Gotham's infamous Chelsea Hotel, it slowly becomes clear that the floor-to-ceiling clutter that threatens to get her evicted is in fact a treasure trove of unseen artwork. If paired with "The Party in Taylor Mead's Kitchen," as it was at Doc NYC, where it won its category, "Girl With Black Balloons" could rise theatrically. Van der Borch, pitching in with other artistic Chelsea Hotel dwellers to organize Bettina's space, uncovers a museum's worth of highly individual, decades-spanning photographs and sculptures. Though Bettina is obviously inspired by her sharp eye for shapes and textures and by changing artistic and technological movements, her interaction remained one-way; a fire that destroyed her oeuvre set her creating feverishly, with little time to seek sales or exhibition. Appropriate Adult

Constable Hazel Savage - Sylvestra Le Touzel Rosemary West - Monica Dolan Mike - Anthony Flanagan Having garnered considerable acclaim with the miniseries "Carlos," Sundance Channel is back with a much lower-key but still grimly compelling longform project in "Appropriate Adult," a two-part British movie starring Emily Watson and Dominic West. Based on a gut-wrenching true story, the clenched film chronicles serial killer Fred West and his strange relationship with Janet Leach, a court-appointed "appropriate adult" assigned to monitor his interrogation sessions. Starkly shot and a source of controversy in the U.K., the pic (being presented in one punishing 2 1/2-hour window) is further evidence of the Brits' knack for crime drama. Set in the 1990s, West's Fred West is already in custody when Janet Leach (Watson), an unassuming social worker, housewife and mother, is called upon to sit in on his questioning by police. Gradually, the killer begins to rely on her, even as he delivers chillingly matter-of-fact descriptions of the murders -- including some pertaining to missing members of his own family -- committed in the 1960s and '70s. "You're the only one I can trust," he tells Janet, who is both aghast and oddly flattered to be in the thick of such a highly publicized case, even if her involvement yields troubles at home. West, though, was also a master manipulator and liar, and particularly concerned over whether his wife, Rosemary (Monica Dolan), would be implicated in the killings. And since Janet is ostensibly there to safeguard his rights, she's placed in an awkward position with detectives (a very authentic Sylvestra Le Touzel and Robert Glenister) frustrated by the killer's evasions and mendacity. Written and produced by Neil McKay and directed by Julian Jarrold, the movie is slowly paced and idiosyncratic. Beyond that, thesp West's accent is so thick that many in an American audience would doubtless benefit from subtitles. Nevertheless, the central performances are genuinely powerful -- offering a psychological study but not exactly a thriller, inasmuch as there's little suspense regarding the investigation. And while families of some victims have criticized the film for dredging up these crimes, the presentation is remarkably understated, allowing the horror to flow from hearing accounts of what the killer had done, as filtered through Watson's pained expressions. "Appropriate Adult" will hardly be everyone's cup of tea (or coffee), but it's such a formidable showcase for its leads as to merit the opportunity to reach a discriminating audience. Dwayne McDuffie and Earl Kress are set to receive the Writers Guild of America, West Animation Writers Caucus' 14th annual Animation Writing Award posthumously.
